Emergency Communication for Hazardous Operations (ECHO) has been meeting for more than 25 years and is one of the oldest CAER (community awareness and emergency response) groups in Portland. Located in the busy NW Industrial Area, we are a group of facility owners/operators, safety, environmental, public and private citizens who convene in a low key setting to discuss all topics related to the handling, transport and use of hazardous materials. We regularly have special guest speakers such as the American Red Cross, AMR, Portland Fire, Portland Bureau of Emergency Management, OR-OSHA, FBI, DHS, and subject matter experts such as Industrial Hygienists, Safety and Environmental Professionals, DOT professionals and geologists come speak to us.
The public is always welcome and we often are a starting point for many new businesses who are seeking contacts and information to the regulatory and safety network in Portland. Recently, ECHO was folded into the Multnomah County Local Emergency Planning Committee and serves as the training and outreach sub-committee. Participation in ECHO counts as participation in our county LEPC.
